"We will not give you the orbs unless you tell us about them, but we will allow you to stay in the village, but you will be under watch at all times and if you do something that may or seen to harm the village we will execute you on site."

Hiruzen said this to Marcus as like in the manga and anime he can be hypocritical schemer sometimes and others he is a completely good-natured person. Hiruzen allowed Marcus to stay in the village is for a few reasons.

First is that he knows what the orbs are and over time he may gradually open up his secrets to the village if he stays here.

Second is that he is an enemy of Onoki and was able to severely injure him forcing Onoki to surrender and end the war early which he is thankful for.

Finally and most importantly his clan and bloodline seems to be unique and allows him to be fairly hard to kill and dangerous that Onoki went out of his way to kill Marcus leading a force consisting of Chunin, Jonin, and Anbu along with himself to kill him.

If Marcus stays in the village and falls in love with someone here and marries her then they can get his bloodline and spread across the village as CRA having a new clan that is as powerful if not more than the Uchiha and Senju.

Even if these plans don't work out they can be nice and may have an ally in the future along with the possibility to collect his body fluids, and cells without alerting him over the time he stays here. Making it a win-win situation if even one of these work, but if he chooses to harm the village then they will be prepared to kill him at any time.

Marcus knew the two-sided face of the Third and his schemes as why both Danzo and Orochimaru did not refuse as they are also planning something in their heads to get their hands on him and his genes and secrets.

"Alright, I won't harm your village in a direct manner such as attacking it, but it could be harmful as I take your females away from you," Marcus said in a laughing manner as he agreed since Konoha has many beautiful females in it.

He plans on leaving a seed of love or romance inside these females heart before he leaves the village and collect the rest of the orbs while also taking the orbs sneakily and replace them as he had already found out that his dragons can take their powers and solidify it turning into orbs similar to the sealed powers and they will give off the same signature as the sealed orbs.

The orbs can be stronger or completely similar effects that the sealed orbs do as it only allows the insight of the element at a faster pace and allows them to comprehend the art better and create more jutsu for it.

The orbs can also have an effect of increasing a person natural affinity of the orb they were around. As both were thinking of their own schemes they shook hands making the deal ending the interrogation with a treaty of some sort.
