This is a part of explaining how transformations work in history.
Ozaru: When a saiyajin receives a certain amount of blutz waves, he can transform into that form. It has 10 times the power of the base form of a saiyajin.
Super Saiyan: When a saiyajin reaches a minimum limit of 100,000 fighting power, he can transform himself in this form through a strong emotion, or by directing energy towards his back / heart, there is a small burden on the body. It has 50 times the power of the base form of a saiyajin.
